Whether Cabinet Approved Merger of DA with Basic Pay today(28.2.2014)..?


One of the leading news media ‘IBN Live‘ reported that “the Union Cabinet approved a hike in dearness allowance (DA) to 100 per cent from existing 90 per cent benefiting 50 lakh Central government employees and 30 lakh pensioners. The DA hike though, will not be merged with the basic pay“.“.

On the other side, one of the popular media news agency, ‘Business standard‘ said that the “Cabinet today approved merger of 50% dearness allowance of Central government employees and pensioners with their basic pay. However, it has deferred a decision on anti-corruption ordinances and Forward Contract Regulation (Amendment) Act. A special Cabinet meeting is likely tomorrow to take call on these ordinances“.

The Union Cabinet today approved to increase in  Dearness Allowance by 10% to Central Government employees.

The rate of Dearness allowance shall be enhanced from the existing rate of 90% to 100%.

Revised rates effective from 1.1.2014.

Finance Ministry will publish detailed orders regarding this issue within this month.

Cabinet meet today to clear populist measures

New Delhi:   The Union Cabinet on Friday will decide on a series of populist measures and some ordinances on anti-graft and protection of rights bills at a meeting possibly the last before the model code of conduct could come into force for coming Lok Sabha polls. 

A proposal to increase the poll expenditure cap up to Rs 70 lakh per contestant from Rs 40 lakh now is also on the table of the cabinet meeting. 

The cabinet will also decide on hiking dearness allowance to 100 per cent from existing 90 per cent, benefiting 50 lakh employees and 30 lakh pensioners.

Notification for Direct Recruitment of Postal/Sorting Assistant Exam (PA/SA) 2013-2014


Notification for Direct recruitment of Postal/Sorting Assistant for the year 2013-2014 is out. Centralised notification has been published by Recruitment Division of Department of Posts, Ministry of Communications & Information Technology vide their letter No. F. No. A-34012/10/2014-DE dated 21-02-2014. Last Recruitment for PA/SA was called during August 2012 for filling up the vacancies for 2011 and 2012. Examination was held in different phases during April 2013 to September 2013 and results were published during October-December 2013. Now this notification is for filling up the vacancies for 2013 and 2014.

PROFILE OF Hon'ble Mr. Justice A.K. Mathur -- Chairman 7 th CPC



Mr. Justice Ashok Kumar Mathur, M.A.,L.L.B – was born on August 7, 1943. He was enrolled as an Advocate of the Rajasthan High Court on October 20, 1967. He was appointed as Assistant Government Advocate and Deputy Government Advocate on August 2, 1969 and Government Advocate of Jodhpur from January 31, 1977 to July 12, 1978. Appointed as Additional Advocate General in 1981. He was appointed as Additional Judge on July 13, 1985 and permanent Judge of the Rajasthan High Court on July 23, 1986. He was transferred to the Madhya Pradesh High Court on February 18, 1994.

He was appointed as Chief Justice of Madhya Pradesh High Court from February 3, 1996. Transferred to the Calcutta High Court on December 22, 1999 .

He was elevated as Judge , Supreme Court of India on June 7, 2004 and retired on August 7, 2008 (F/N)

RTP CASE – NEXT HEARING ON 07.04.2014

The RTP case (OA No. 3532/2013) came up before the Registrar of Principal Bench CAT New Delhi on 24.02.2014. The counsel on behalf of the union of India (Department of Posts) did not appear. Nor have the Respondents given their counter statement (Reply). The case had to be adjourned. The next date is 07.04.2014

CADRE RESTRUCTURING OF GROUP ‘C’ EMPLOYEES OF DEPARTMENT OF POSTS

We are exhibiting below the proposal of the Department, regarding Cadre Restructuring along with the letter submitted by staff side to the Department, for modification of the proposal. As on date, the Department is not ready for any favourable modifications. We are continuing our effort to get it modified. Meanwhile all the Circle/Divisional Secretaries and office bearers are requested to intimate their view points on the proposal of the Department and also regarding the modifications suggested by the staff side. Department is ready to sign the agreement without any modification. In that case what should be our stand?

Central Govt. employees and pensioners will find reasons to celebrate this week. The union cabinet is likely to clear some long awaited demands for it's staff in the next meeting later this week The F.M., currently on foreign tour, likely to return India on 26th February and after which cabinet meeting is likely to take place. According to information available with us, merger of 50% D.A., an additional hike of 10% D.A. from 01.01.2014, granting of Interim Relief and enhancing retirement age to 62 years are under the consideration of Govt. and some of these are to be approved in the next cabinet meeting.

Everyone's pointing fingers at "Parliament Election"...! 

50% of dearness allowance had been merged with basic pay for Central Government Employees and Pensioners with effect from 1.4.2004. This was followed the recommendation of 5th Central Pay Commission and the Union Government had decided to merge 50% of dearness allowance with baisc pay and issued orders on 1.3.2004.  (61% - 50% = 11%) 50% of dearness allowance merged with basic pay and remaining 11% had been issued as normal dearness allowance with effect from 1.1.2004.

Example : An employee's Basic Pay had revised as under on 1.1.2004 after 50 % DA merged with basic pay...

[And the next instalment of additional dearness allowance from 1.7.2004 declared as 3%, then the total dearness allowance went up to 14%. When implementation of 6th CPC, the above employee's basic pay was 4200 as on 1.1.2006, it just multiply with 1.86 and add with corresponding grade pay.]

Everybody thinking as more benefit on 50% of DA merge with basic pay...not like that..!

Challenges before the Seventh Pay Commission: Raj Kumar Ray

Why does the government appoint a pay commission every decade?
A pay panel is appointed every decade to review and recommend the pay structure for central government employees taking into account various factors such as cost of living, inflation rate, revenue growth and fiscal deficit of the government, growth in workforce, private sector job scenario and wages, and economic growth. The government has so far appointed six pay commissions. The demand for a permanent pay commission set up through an Act of Parliament has been raised once but it was not accepted by the government.

Earlier this month, Prime Minister Manmohan Singh approved the constitution of the Seventh Pay Commission—to be headed by retired Supreme Court judge Ashok Kumar Mathur—to suggest the extent of hike in salaries of the 7-million-plus central government staff and pensioners with effect from 2016. Petroleum secretary Vivek Rae has been appointed as a full-time member, NIPFP director Rathin Roy will be part-time member and Meena Agarwal will be member-secretary of the new pay panel.

NEW DELHI, FEB 17:  All 1.55 lakh post offices will starting working using modern technology by next year, Finance Minister P Chidambaram said today.

“The IT modernisation project of the Department of Posts with outlay of Rs. 4,909 crore will be operational by 2015 in all 1.55 lakh locations,” the finance minister said.

The IT modernisation project with this outlay was approved by Cabinet Committee of Economic Affairs (CCEA) in November 2012. It has to be implemented through eight projects which include core banking system technology, IT-based management at post offices, business intelligence system to analyse and project new business opportunity.

7th Pay Commission may be implemented in the financial year 2016-17 to all employees working under state government, sources said.

One of the highlight announcement in the state budget yesterday, 7th pay revision would be implemented from 1.1.2016.

It is expected to implement the recommendations of 7th Pay Commission in the financial year 2016-17, said in a statement on Thursday tabled the budget for 2014-15.

As a result of filling vacant posts and hike in Dearness allowance and revision of salary, additional costs incurred from 14.62 to 20 per cent growth in the fiscal 2015-16 and 2016-17 respectively.

7th Pay Commission would be implemented on implementation date only, unlike the previous pay commissions. Due to avoid the issue of arrears, the recommendations of 7th Pay commission will be implemented in immediately after the submitted report of pay commission.

Five things to know about National Savings Certificate

1) The National Savings Certificate (NSC) is eligible for tax deduction under Section 80C for an investment of up to Rs 1 lakh. One can invest in five- or 10-year NSCs.

2) The interest on the NSC is fixed in April every year. The current rate is 8.5% for five years, and 8.8% for 10 years.

3) The interest accumulated every year can be deducted from Rs 1 lakh investible in that year for saving tax, as it is considered to be invested for this purpose.

4) The interest is taxable, but since it can be reinvested as part of Section 80C investment, it makes NSC an attractive option.
